Market Consignment permits are available for livestock consigned and delivered directly to a livestock auction or licensed livestock slaughter house located in another county of the state or directly to a authorized shipping point in an adjoining county, where a livestock inspector is available for inspection.
A bill of sale signed by the seller and adequately describing the livestock sold must be presented to the livestock inspector whenever the change of ownership inspection is made or whenever a buyer of livestock requests a county line or state line inspection for livestock.
The grazing permit allows the owner or his agent to move his livestock into an adjoining county and return for grazing purposes, when they are being moved to and from land owned or controlled by the owner or his agent.

 State Regulations for Louisiana
All eligible swine moving into Louisiana for slaughter purposes must be consigned to a specifically approved slaughter establishment maintaining state or federal meat inspection or livestock auction market specifically approved to handle slaughter hogs from out-of-state.
All swine consigned to Louisiana for feeding or breeding purposes or for exhibition must be permanently identified to the herd of origin by an official ear tag or tattoo (unless prohibited by federal regulations).
All poultry brought into Louisiana shall be accompanied by a VS Form 9-2, indicating that the flock of origin is under the National Poultry Improvement Plan and is free of salmonella pullorum (pullorum) and salmonella gallinarum (typhoid).

Old horses are often sent to the livestock ring where they are sold for slaughter.
Horses designated for slaughter are sent to one of three plants in the United States — two in Texas and one in Illinois.
Although statistics are not kept on the number of horses sold for slaughter in North Dakota, Carlson said there are about 50,000 live horses in the state.

North-South movement ban: In another move to contain the outbreak, the Scottish Executive announced a ban on livestock from the ‘at-risk area’ south of the Forth — Clyde line being sent north of that line for slaughter, under the scheme which allows healthy animals to be sent directly to slaughter houses under licence.
The Executive announced that licenses would be available for longer distance transport of livestock on welfare grounds in areas north of the Forth—Clyde line.
Meanwhile, the John Muir Trust announced that the north side of Ben Nevis was to be opened to walkers, while the Ramblers’ Association described the access situation in Scotland as “chaotic” and attacked local authorities, such as those in Perth and Kinross and Fife, for imposing “draconian” blanket bans on access to their land.

The rule is aimed at livestock packers, product processors and importers, who slaughter an average of at least 125,000 cattle, 100,000 swine, or 75,000 lambs per year.
USDA, an AFBF spokesperson said, will be seeking input from the livestock and meat industry on how this new information would best be reported back to the industry in order to assist small and medium-sized livestock operators in making sound market-based decisions.
