It is a survivor of the felt hats worn by eighteenth century armies.

The slouch hat, depending upon the era had the brim turned up to the left or to the right, from the 1890's onwards the item worn by the British Army and the armies of the DOminions wore it with the brim turned up on the left.
A slouch hat, by my understanding, is a loose term referring to a broad floppy brimmed hat, and I don't normally think of the Australian hat in that category, although apparently it is a common way to refer to it.
In 1858 the "Army Hat of 1858" was adopted for all branches of the Army.
