In defining the official language of the state, the act refers to a language norm to be announced by the cultural ministry upon recommendation by linguistic institutes-but such norm does not legally exist as yet.
As languages of instruction and examination, however, other languages are also recognised by the act (as a sign of relaxation, too), with reference to a separate legal provision (exactly the valid education act, fixing the school system of nationalities).
Contrary to the justification given in the introductory clause, the actual political (and not cultural) stimulation behind the act is obvious from the fact that the sanctions (administered by a sort of "language police") are particularly suitable for financially destroy the opposition media organs (in view of the haziness of the required language norm).

Elements of the Slovakian spoken language appeared in literary texts during the centuries preceding the 18th century, but Anton Bernolk (1762-1813) was the first who attempted to create a literary language.
Bernolk's language was used by two talented writers, Jozef Ignc Bajza (1755-1836), the author of the first Slovakian novel, and the famous classical poet Jn Holl (1785-1849), who wrote his epic poems in alexandrine verse in order to prove the Slovakian language malleable enough to be equal to complicated forms of ancient poetry.
The two main representatives of Slovakian literary classicism are the poet Jn Kollr (1795-1852) and the historian Pavel Jozef Šafrik (1795-1861), even though both continued to write in Czech, their work belongs equally to Czech and Slovakian literary heritage.

It becomes the language of the higher-placed and more educated persons; it becomes the language of state and culture;[10] it appears finally as the sole correct and noble language; the dialects from which it has arisen, however, are thenceforth regarded as inferior.
The luster with which the school and the grammarians are accustomed to surround the standard language, the respect they pay to its rules, and the contempt they show for anyone who sins against these rules cause the relation between the standard language and the dialect to appear in a false light.
The relation between standard language and dialect is not always that of unequivocal association or indeed of superiority and inferiority, and the circumstances of linguistic history and grammar are not alone decisive in that respect.
