In typography, small caps (short for small capitals) are uppercase (capital) characters that are printed in a smaller size than normal uppercase characters of the same font.
Well-designed small capitals are not simply scaled-down versions of normal capitals; they normally have retain same stroke weight as other letters, and a wider aspect ratio to facilitate readability.
Small caps are often used for text that is all uppercase; this makes the run of capital letters seem less "jarring" to the reader.

If you use normal accents with small capitals you must make sure that the accents on top of the small capitals are vertically moved to the identical position where they are in the composite characters already pre-built.
Since the small capitals are usually a bit higher than x one must usually increase the x-height a bit to avoid the normal accents floating too high.
A general tip is to avoid using ligatures from small caps fonts due to a bug of Acrobat in using font substitution by MM fonts if the sc font is unavailable for display/print.

Second, in lots of typefaces the capitals are not designed and spaced to work together, but to be followed by a lowercase character.
Having said that small capitals are capitals on x-height, it's mostly not 100% true.

Open Office Small Capitals seem to be 67% of the Caps height, and are approximately the same height as the x-height, though this is font dependent.
This is one of two preferred designs for small capitals, and is the design I have adopted for my Small Caps Font Garava.
I found that Small Caps look better if one uses bold for the lowercase letters, but that may not be much help if you want to use bold small caps in headings.

A few publishers have recently adopted the practice of putting all abbreviations in small capitals, but this is not something you should imitate.
