Snowstorms occur in New England when a warm moist mass of air spinning counterclockwise (a low pressure system) moving up from the south meets a mass of cold dry air swirling clockwise (a high pressure system) moving down from the north.
If the cold air mass moves into a warm mass, it slips under the warm moist air, pushing the warmer air to a colder altitude where it condenses to snow and falls to the earth.
A snowstorm with winds of at least 35 mph, temperatures 20 degrees F or lower over the period of the storm is a plain "blizzard."

When scientists added ozone measurements, predictions of snowstorm intensity, snowfall amounts and the storm track all improved for a storm that hit Washington, D.C. As such, they may be able to do the same for future storms, according to a study published in a recent issue of the American Meteorological Society's Journal of Applied Meteorology.

To further support the relief efforts related to the October 2006 snowstorm, Governor Pataki has directed Acting Commissioner Barbara Billet to extend the special waiver announced in Important Notice N-06-13, Special Waiver of the Highway Use Tax and Fuel Use Tax and Associated Permit and License Requirements (Articles 21 and 21-A of the Tax Law).
