The decisions of the sobor are binding on all the members of the particular church, although in the case of Ukrainian Catholics the decisions must first be approved by the pope.

 All-American Sobor - OrthodoxWiki
The sobor was held in Pittsburgh, Pennsylvania, from November 7-9, 1922, for the purpose of electing Platon (Rozhdestvensky) as the ruling hierarch of the North American diocese with the title of Metropolitan of All America and Canada.
The election held at the sobor proved to be another step in the maturity of the old North American mission of the Church of Russia as the "old" and the "new" in the church polarized the discussions and the election on the question of further "Americanizing" the church by electing an American-born bishop.
It was this sobor that received and assimilated the Tomos of autocephaly, granted by the Church of Russia on April 10, 1970.

OCA - Synopsis of the 4th All-American Sobor
Sensing increasing difficulties in communication with the Russian Church as evidenced by the conflicting information being received, the Fourth Sobor decided to declare the North American Church to be "temporarily self-governing" until such time as normal and regular relations could be reestablished with the Mother Church in Russia.
Additionally, the sobor issued a strong statement against Kedrovsky and the "Living Church" with particular attention to safeguarding the canonical Church's property rights against spurious claims by schismatics in civil courts.
In its proclamation of "temporary self-government," the Fourth Sobor can be perceived as a major stride in the maturation process of the American Church and a stepping-stone towards the autocephaly envisioned by Saint TIKHON in a 1905 report in preparation for an eventual All-Russian Church Council.
