  History of the Medal of Honor: Congressional Medal of Honor Society
The Navy changes the ribbon from which their Medal of Honor is suspended to a blue ribbon with 13 white stars, similar to the design of the ribbon patented with Gillespie's Medal of Honor for the Army.
The last Medals of Honor awarded for Civil War action are presented to Henry Lewis and Henry Peters, bringing to a close the controversial and divisive scramble of Civil War vets for the coveted award, and opening the way for new legislative protections.
The Medal of Honor was born in 1862, but it was the act of 9 July 1918 that defined the future of the award, while further eliminated the Certificate of Merit while establishing the new "Pyramid of Honor" providing for lesser awards (The Distinguished Service Cross, The Distinguished Service Medal, and the Silver Star).

It was normally awarded in conjunction with the appropriate Victory medal, though sometimes this was awarded by the soldiers own country thus the records in the NRA could hold one award the other being recorded by the appropriate country.
The 1914 Star was awarded to all soldiers who served in the BEF from the outbreak of hostilities until the 22/23 November 1914, with a Bar (or Rose Clasp) being awarded to those who were actually under fire between those dates.
From the notes we can also see that 113 soldiers obtained a 392 discharge (unfit for service), 83 obtained class Z discharge (to reserves), 99 were either killed in action or died of wounds and a further 3 soldiers were recorded as being Prisoners of War and one as having deserted.

Kohn and Gibran were asked to determine if any fl soldiers had been nominated for the medal, what happened to their nominations and if there were any irregularities in the process in the War Department or theaters of combat.
Kohn suggested the names and unit designations of the 10 fl men identified be removed from their records and submitted to a senior officer board for re-evaluation along with 10 whites who actually won the medal for comparison.
Through the anonymous re-evaluation, seven of the 10 fl soldiers were selected as deserving recognition and sent up through the chain of command, eventually reaching the U.S. Senate and the White House.
