The third bidder South African Gun Major Denel, against whom the Central Bureau of Investigation probe is underway on allegations of payoffs in the deal to supply anti-material rifles to army, was barred from the trials.

Until the 2004 Lok Sabha election results were out, Soltam had hoped to capitalise on the fact that under the National Democratic Alliance, Israel had became the second largest supplier of military hardware to India after Russia.

This was indeed surprising, as during demonstration trials by Soltam at Pokhran, Rajasthan in 1997-98, one M-46 field howitzer upgraded to the 155mm/45-calibre standard was successfully test-fired using extended range base-bleed ammunition out to a range of 39 km.
Moshe Charash, Soltam's President - in an interview to Jane's Defence Weekly in February 2004 - stated that the problems with the upgrade program were successfully resolved.
Soltam was expected to provide kits to further retrofit 220 to 250 guns locally.

Soltam's SPWG is based on a TATRA 6 x 6 chassis on the rear of which is mounted the complete elevating mass of the company's 155mm/52-cal TIG 2000 towed artillery system.
Soltam cites a maximum range of 41,000m firing an extended-range full-bore base-bleed (ERFB-BB) projectile; 30,000m firing an L15 high-explosive projectile; and 24,500m firing an M107 high-explosive projectile.

Though the official word on the trials is held back, there is a question mark on Soltam and Denel making the grade.
After today?s decision, Denel is knocked out of the race anyway and with technical doubts already clouding Soltam?s chances, Indian artillery could be left with a single-vendor situation.

Soltam Systems Ltd. won a $47.5 million contract to upgrade 180 artillery pieces of the Indian Army following a tender process which lasted six years and involved competition from French, Swedish, Czech an South African companies.
According to the contract, Soltam will upgrade Russian-made M-46 130 mm field artillery pieces into 155 mm guns similar to the ones used by the Israel Defense Forces.
India is one of the largest users of 130 mm artillery in the world and it was agreed that if the option for further upgrades is implemented, Soltam will cooperate with local Indian industry in the upgrades and transfer know-how for the building of gun-tubes there.
