Song was the chairman of Chahar province when Japan invaded the provinces in the end of year 1932.
However Han Fuqu, chairman of the province and suspected for his clandestine Japanese liaision, forbade Song to retreat across Huang He where the 29th Army was shattered at Shijiazhuang in December 1937 and January 1938.
