Through the use of a clever device, the sostenuto mechanism catches and holds any dampers that are in the raised position; notes played after the pedal is pressed behave in the usual manner.
A common use of the sostenuto pedal is to play an octave as a held "pedal point" in the bass as you improvise against it in the treble.
Historically speaking, the sostenuto pedal is a rather recent addition to the piano, and its appearance in the literature is relatively less common than with the other pedals.

On a modern piano with three pedals, the middle pedal is usually a sostenuto pedal.

For these, the Sostenuto pedal would not be enough; it would only sustain those notes that were pressed at its actuation.
I propose a fourth (yes, I know, it's gettin' kinda crowded down there) pedal, with left and right 'margins' which one would adjust beforehand to give sustenance (couldn't resist) to the desired range of keys, so that when it was pressed, the others could remain unsustained (hungry) without making the whole keyboard staccato.
Finally, I always considered the "third pedal" to be the una corda not the sostenuto but, I guess, when compared to those pianos that only have a damper and an una corda, or the abominable felt-curtain "quiet" pedal, sostenuto is, indeed, the third pedal.

There is also a soft pedal, which, though it obviously has its uses on an acoustic instrument for instant volume reduction and tone muting, isn't really applicable to electronic instruments where you can accomplish the same thing (only more so) when you set up the tone and volume of your voice.
The third pedal on a piano is sostenuto, which only sustains only the notes that are held down at the time the pedal is depressed, but not the notes played after.
Many upright pianos feature sostenuto pedals that are range-specific sustain pedals, in other words sustaining the left half of the keyboard while the upper range is not affected, allowing a similar but more limited effect.

I'm sure you're right that "sostenuto" covers the whole section, not just a few notes as you might see in Brahms.
My goal is to be able to play all six by Jan. 2005 for the winter Sonata.
Looking at the score (you are ambitious!) it doesn't seem possible to me that this use of "sostenuto" could have the second meaning, since it seems to apply to the whole middle section, not just a measure or two.
