South Asia or Southern Asia is a southern geopolitical region of the Asian continent comprising territories on and in proximity to the Indian subcontinent.
The peoples of the region possess several distinguishing features that set them apart anthropologically from the rest of Asia; the dominant peoples and cultures are Indo-Aryan and Dravidian, and have a greater affinity with Europe than with most other regions of Asia, excepting the Iranian Plateau and the Caucasus.
The region was at its most prosperous before the 18th century, when the Mughal Empire held sway in the north; European colonialism led to a new conquering of the region, by Portugal and Holland, and later Britain and to a lesser degree France.

The primary objective of the Association was, therefore, in the words of its Charter, "to promote the welfare of the peoples of South Asia and to improve their quality of life".
On the regional economic front Pakistan is committed to the liberalization of trade in the region under the Agreement on SAARC Preferential Trading Arrangement (SAPTA).

The South Asian Association for Regional Cooperation, or SAARC, proposed by Ziaur Rahman, the then-president of Bangladesh, was established on December 8, 1985.
SAARC is an association of eight countries of South Asia: Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, Sri Lanka, and most recently admitted, Afghanistan.
Nine years later, at the 12th SAARC summit at Islamabad, SAARC countries devised the South Asia Free Trade Agreement which created a framework for the establishment of a free trade zone covering 1.4 billion people.

I am pleased to inform that a meeting of the SAARC Agricultural Ministers was held in Islamabad, Pakistan in October 1996 to consider all the major issues before this Summit, and the meeting adopted a comprehensive resolution highlighting the common SAARC prospective on the issue of hunger and malnutrition.
The SAARC countries have committed themselves to the eradication of poverty from the SAARC region preferably by the year 2002.

 The Political Economy of Regional Cooperation in South Asia
To others, SAARC may not be a panacea to the region's problems, but its existence has certainly provided an opportunity for the policy makers, administrators, and experts to meet regularly and hold informal dialogues on important bilateral and regional issues.
Second, the South Asian countries, with the exception of Sri Lanka, have a high rate of tariff and non-tariff barriers, which is the most important constraining factor for the expansion of intraregional trade.
The SAARC leaders' renewed emphasis on increasing intraregional trade at three consecutive SAARC summit meetings (Colombo, 1991; Dhaka, 1993; and New Delhi, 1995), the ratification of SAPTA, and the discussion to create SAFTA in future are evidence of their growing willingness to enhance regional economic cooperation in South Asia.

The Third Meeting of SAARC Environment Ministers was held in Maldives in October 1997 to consider the recommendations of the two SAARC Studies on Causes and Consequences of Natural Disasters and the Greenhouse Effect and its Impact on the Region.
The Group has recommended that regional economic integration is necessary and suggested a time bound plan which includes Negotiation of a Treaty for South Asian Free Trade Area by 1999 with implementation commencing immediately thereafter and stretching to 2008 for SAARC members and to 2010 for the SAARC LDCs.
SAARC is a young regional organisation, and, as its members, we have taken a conscious decision to exclude bilateral and contentious issues from its scope and to move forward at a pace comfortable to all.

The Commission is currently designing a new, broader programme of cooperation with SAARC, which should notably seek to promote the harmonisation of standards; facilitate trade; raise awareness about the benefits of regional cooperation; and promote business networking in the SAARC area.

 South Asian Association for Regional Cooperation  - 1998-99
The Tenth SAARC Summit in Colombo in July 1998 reaffirmed the desire of all SAARC leaders to strengthen cooperation in the region, particularly in the economic field.
Cooperation in the core economic areas was further consolidated with the conclusion of the Third Round of SAPTA negotiations in November 1998.
SAARC leaders at their meeting in Colombo directed that the Third Round of SAPTA negotiations should be concluded quickly and also directed that the Fourth Round of SAPTA negotiations should commence immediately thereafter, with the mandate of extending deeper tariff concessions to products which are being actively traded or are likely to be traded.
