The lion is for Bohemia, towers for city of Ceske Budejovice (regional capital).
As the gold-blue version is used predominantly in the eastern part of the Region, including its Moravian part (city of Dacice and surroundings), it is said to represent the Moravian part of the Region (instead of the Moravian eagle).
According to the regional www, the symbols of the South Bohemian Region (Czech Republic) have recently been approved by the parliamentary subcomittee.

The basic regulation giving reason for the establishment of the South-Bohemian Region is the constitutional law No. 347/97 of Collections concerning the formation of higher territorial administrative units and change in the constitutional law of the CNR (Czech National Council) No. 1/1993 of Collections, Constitution of the Czech Republic.
The regions authorities are bound to consult intentions for regional development with the given authorities of municipalities to be affected by them.

Yesterday, four flags of the Czech regions (Central Bohemian, South Bohemian, Zlin, and Hradec Kralove) were officially granted by Vaclav Klaus, the chairman of the House of Representatives of the Parliament, to th regional hejtmans.
At present, the symbols of Central Bohemian, Hradec Kralove, Karlovy Vary, Liberec, Olomouc, Pardubice, South Bohemian, and Zlin Regions are officially in use; symbols of two more regions (Plzen and Vysocina regions) were approved and are to be included into the next decree(s).

PRAGUE, Oct 1 (CTK) - Nine Czech regions, which were hit by the worst floods in the country's modern history, have calculated the damage incurred in the August flooding at Kc79.6bn, which is within the interval of Kc60-90bn estimated by the government in mid-Aug.
The South Bohemian region, with Kc29.3bn damage, was hit the most, followed by Prague with Kc24bn.
The Plzen region in West Bohemia reported a Kc4.1bn loss and the South Moravian region, Liberec region in North Bohemia, Karlovy Vary region in West Bohemia and Vysocina region reported all damage in the order of millions of crowns.
