The South Downs is one of the remaining National Park proposals which were outlined in the instrumental Hobhouse report of 1947, which formed the basis of the National Parks and Access to the Countryside Act 1949 and the system of National Parks in England and Wales as seen today.

The Council for National Parks made the suggestion that wherever possible a national park authority should work with existing landowners to achieve national park purposes rather than acquiring land to achieve that end and they pointed out that this is consistent with the Edward's Committee, 1991, advice on land acquisition by national park authorities.
There was some concern that national park interests might lose out in the event of disagreement between the authorities preparing joint structure plans, and in parallel with that view modest support for a national park authority to prepare a single structure plan of its own.
The desire for a national park by the public is not one of the criteria and so there is no basis for the Agency to consult on whether or not there should be a park.

The Campaign is currently asking people to lobby their local councilors, asking them to support the South Downs National Park and not to waste public money opposing it or fighting for areas to be excluded from the National Park.
