By stipulation dated June 27, 1997, the Town consented to confirmation, with the understanding that the award would be interpreted by a grievance arbitrator in accordance with the terms of the parties' 1992-1994 agreement, and without prejudice to the Town's right to challenge the grievance award.
PERB's Administrative Law Judge rejected the Town's jurisdictional argument because the PBA "[was] not seeking to enforce the terms of either the interest arbitration or grievance award, but [was] challeng[ing] the right of the Town to alter the status quo after the expiration of the award" (33 PERB ¶ 4600, at 4791 [200]).
The ALJ rejected the Town's argument that, by defining the status quo in terms of the interest arbitration award, he was, in fact, extending the award's term beyond Civil Service Law § 209(4)(c)(vi)'s statutory two-year limit.

 Long Island History: Southampton
Southampton was arguably the first English settlement in what would become New York State -- with the exception of Gardiners Island -- though the ``first town'' distinction also is claimed by Southold.
Southampton began with a small group of families from Lynn, Mass., who landed in June, 1640, at Conscience Point in what is today North Sea.
Although many think the town was named for the English port of Southampton, it was actually named in honor of the Earl of Southampton, a benefactor of new American settlements.
