For example, a police department may have rules, which are consistently enforced through disciplinary actions, against accepting gratuities from the business community with corresponding sanctions, but the chief and other high-ranking commanders may be the guests of these same business representatives at their country clubs.
While some departments were already implementing some of the recommended prevention and/or detection practices, a recommendation usually was based on the perceived merits of the practice, which were grounded in policing experience, rather than a formal evaluation of that practice.

Although military operations in the Southern Department had resumed in 1778, supply support of the Southern Army was largely dependent upon the southern states, particularly Virginia and North Carolina.
By 1780 the Quartermaster's Department employed almost 3,000 people-mostly stationed in the Middle and Eastern Departments and with Washington's army-at an estimated monthly payroll of 407,583 dollars exclusive of the commissions paid the Quartermaster General, the two assistant quartermasters general, the commissary general of forage, and the purchasing deputy quartermasters general.
The two departments, it recommended, ought to be put "on a different footing with respect to the expenditures of public money." Furthermore, a committee should be appointed both to investigate their contingent expenses and to consider and report on practical measures of retrenchment and reform.

On July 3, a cold wave moved across the southern departments of Peru, blanketing the region in snow some three feet deep and plunging temperatures to as low as minus 20 degrees Fahrenheit, a rare occurrence even during the Southern Hemisphere's winter season, which runs from May to October.
The worst hit provinces, or departments, were Moquegua and Arequipa, and the popular tourist departments Tacna and Puno.
