New York State Highway 17, also known as the Southern Tier Expressway, runs from Suffern, New York (where it connects to NJ 17) to the Pennsylvania border in Western New York where it connects to Interstate 86.
North and west of Harriman, New York, at its intersection with Interstate 87 and U.S. Highway 6, NY 17 is informally known as the 'Quickway,' connecting the New York City metropolitan area with the southern-tier and Pennsylvania.
The extension, formally known as the Southern Tier Expressway, was completed in 1988.

Staff of Southern Tier West estimate that total travel time for the 120-mile trip across the study area was reduced by an average of 20-30 minutes (depending on the time and season), once the project was completed at the end of 1999.
The Southern Tier Expressway terminated in the Town of Ellery, on the east side of Chautauqua Lake, until a bridge over the lake and an extension of the expressway to I-90 near Erie opened to traffic in the 1980s.
Based on the surveys of county and local officials in the Southern Tier West region, there appears to be evidence of additional land use planning, increases in property values and additional business investment occurring in some but not all of the communities along the corridor.

The Southern Tier West Regional Planning and Development Board (STW) is a Regional Planning Board, an agency created in 1969 to help coordinate and enhance planning and development activities in Allegany, Cattaraugus, and Chautauqua Counties of New York State.
Following completion of the Southern Tier Expressway in 1999, STW staff embarked in a series of initiatives to identify economic development opportunities and impacts provided by the highway change.
The Southern Tier West Regional Planning and Development Board has actively supported this study to examine that question, in order to improve the region's understanding of emerging changes in the economy and land development as well as to identify future opportunities for further growth.

The principal route through the Southern Tier region of New York State, Route 17 has been a familiar route for generations of motorists traveling to upstate colleges and mountain resorts.
The proposed expressway along the NY 17 corridor was to be part of a 1,780-mile statewide network of "interstate and interregional" controlled-access highways.
The 60 miles of new expressway were represented $42 million worth of new construction, the cost of which was evenly divided between the Federal and state governments.

Orientation: I-86 is the Southern Tier Expressway, which also carries the older NY 17 designation.
The freeway bypass (SR 954J) seems to be a remnant of a never-built spur of the Southern Tier Expressway, probably intended to serve Mayville (the county seat) and Westfield.
Some have speculated that the Southern Tier Expressway was originally planned to end at Westfield, instead of crossing the lake and heading into Pennsylvania as it does today, and that SR 954J is a vestige of this routing (this is supported by reference markers for route 17 on the spur).

 Interstate 390
On Nov. 24, 1971, I-390 was approved for inclusion in the interstate system, by transferring mileage from several cancelled interstates in the New York area: Lower Manhattan Expressway Spur, Cross Brooklyn Expressway, certain segments of the Nassau Expressway, the Clearview Expressway Extension, and the Queens Interborough Expressway.
Around that time, New York was actually planning to call the highway I-486, serving Rochester from the proposed I-86 (Southern Tier Expressway), which was then called NY 17.
This portion of I-390, together with I-590 east of the city and their state-numbered counterparts extending north of I-490, were formerly numbered NY 47 and named the "Outer Loop" in distinction to downtown's "Inner Loop".

A major portion of the Southern Tier Expressway in New York State became an interstate highway in December 1999.
New York State Governor George Pataki requested that the Federal Highway Administration designate that portion of the highway, from Lake Erie on the west to the western boundary of Chemung County, as an interstate highway.
This represents a 177 mile segment of the Southern Tier Expressway, leaving 204 miles to be upgraded to interstate standards.
