The Sovereign Base Areas are those British military base areas located in countries formerly ruled by the United Kingdom which were retained by the UK and not handed over when those countries attained independence.
Akrotiri and Dhekelia are UK Sovereign Base Areas (SBAs) in Cyprus, a former British Crown Colony.
The Sovereign Bases in Cyprus are an overseas territory, but instead of having a Governor, like other such territories, it has an Administrator, who, while appointed by the Queen, is responsible to the Ministry of Defence, not to the Foreign and Commonwealth Office.

The bases were retained by the UK following the transition of Cyprus' status from a colony in the British Empire to an independent Commonwealth republic within the Commonwealth of Nations.
The Sovereign Base Areas were created in 1960 by the Treaty of Establishment, when Cyprus, a colony within the British Empire, was granted independence.
The importance of the Bases to the British is based on the strategic location of Cyprus, at the eastern edge of the Mediterranean, close to the Suez Canal and the Middle East; the ability to use the RAF base as staging post for military aircraft; and for general training purposes.

 Sovereign Base Areas - SBA Police
The Sovereign Base Areas Police Service was established at midnight on the15th of August 1960 and was constituted in accordance with the 1960 Treaty of Establishment and Sovereign Base Areas Ordinance.
Its purpose is to maintain law and order in the Sovereign Base Areas by the prevention and detection of crime, the apprehension of offenders and the operation of Her Majesty's Prison, Dhekelia.
The Sovereign Base Areas cover approximately 98 square miles of land surface and they are located in the south coast of the island of Cyprus.

The United Kingdom and the Republic of Cyprus recognize that the establishment of customs barriers on the boundaries between the Sovereign Base Areas and the territory of the Republic of Cyprus ought to be avoided and agree to establish customs arrangements accordingly.
The United Kingdom shall save as may otherwise be agreed with the Republic of Cyprus, apply in relation to the Sovereign Base Areas the same duties, prohibitions and restrictions on the import and export of goods and the same taxes on goods as those applied by the Republic of Cyprus.

In this way, the Ramsar Bureau was able to obtain a first-hand impression of the view of the most important stakeholders concerned by the Akrotiri case: the UK Sovereign Base Administration Authority, the Cyprus Government and Parliament, the Akrotiri Municipality, different individuals, and NGOs.
The commitment of the UK Government to extend its application of the Ramsar Convention to the Sovereign Base Areas and to designate the Akrotiri wetland as a Wetland of International Importance, as notified in the joint statement with the Republic of Cyprus in August 2001, has to be applauded.
Furthermore, the sustainable management of the Akrotiri wetland complex will also place obligations on the Republic of Cyprus and other stakeholders outside of the Sovereign Base Area, because many activities that influence the wetland complex are not within the direct control and influence of the Sovereign Base Area Administration.

The Ramsar Secretariat is extremely pleased to announce that the United Kingdom has designated as it latest Wetland of International Importance a salt lake and associated marsh located within its Sovereign Base Area of the Royal Air Force on the Akrotiri Peninsula in southernmost Cyprus.
It is composed of two distinct areas that are hydrologically connected - the first and largest area is the salt lake and sand flats situated in the centre of the peninsula.
The site is part of the UK RAF military Sovereign Base Area; a management plan is under development with local stakeholders.
