The Bloc Québécois is a sovereigntist party operating on the federal scene whose mission is to promote sovereignty and to defend the rights of the Québec people.
The workshops, which brought together Bloc members and those of the sovereigntist movement, also helped in coming to an appreciation of the opinions of participants who were not necessarily associated with the sovereigntist cause.
Sovereigntists share these aspirations, which are unfortunately limited by the existing federal political structure.

Parizeau considers Bouchard a latecomer to the sovereigntist movement and, in private, sometimes scathingly compares Bouchard’s days as Canada’s ambassador to France in the mid-1980s with his own activities at that time, rebuilding the then stumbling Parti Québécois.
Sovereigntist leaders greeted the Parizeau revelations with a mixture of shock, dismay - and denials that anyone else had known of his plans.
In a well-received speech in the sovereigntist heartland of the Saguenay-Lac St. Jean region last week, he called for a new policy of "national reconciliation." However, he provided few specific details.

Jean and her husband were sovereigntists, many persons believed that,'' said Gilles Rheaume, president of the Quebec-based organization against Canadian corruption and propaganda and a former president of the Societe St-Jean Baptiste.
The controversy arose after the release of an article in Le Quebecois, the voice of the province's sovereignty watchdogs, said sovereigntists were disappointed by Jean's appointment as Adrienne Clarkson's replacement in September because Jean and Lafond were considered sympathetic to the cause.

On the process side, New Sovereigntists assert the deficiency of international lawmaking by raising the specter of international bureaucrats who lack accountability within the American constitutional scheme.
During the twentieth century, the United States was able to defy various international norms only because other countries were unwilling to bear the costs of sanctioning America for its sins; at the same time, international organizations had little power to wield on their own.

The sovereigntists have already taken the chance of working with other federalist parties in the hope of seeing Quebec take its rightful place within the Canadian federation.
Taking the federalist gamble again with the Reform Party or the United Alternative would be turning a blind eye to the experience the BQ has gained on the federal scene over the past eight years, which tends to indicate a real will to centralize the federal government’s powers.
This means that an alliance with the proponents of the United Alternative will not give the sovereigntists new tools that will help them attain their legitamate main goal, which is political sovereignty for Quebec.

For many sovereigntists, as recent polls show, this attitude is neither constructive nor wise and most probably underlies the fact that federalists in Quebec have very little to say about the political future of Quebec.
Parizeau put it in the National Assembly, their boycott is a pretext, a "faux-fuyant" for not participating and for preferring to hide their heads in the sand on this issue and promote the status quo as they have been doing since the rejection of the Charlottetown accord in October 1992.

Rodrigue Biron and Gérard Latulippe have called on the BQ to take part in the creation of a United Alternative, but we feel it is inappropriate for the Bloc to take what would amount to a giant step backward in terms of opportunities for sovereigntists to promote their political agenda on the federal stage.
The people of Quebec will be that much more open to the sovereigntist option if the Bloc Québécois focuses its attention first and foremost on modernizing its blueprint for a new country.
