Ironically, the Soviets received the bulk of their sniping expertise from military exchanges with the fledgling Nazi regime in the 1930s, and the PE and PEM 4-power scopes mounted on the first 91/30 sniper rifles was a direct copy of a design by the famed German optical manufacturer Zeiss.
Due to the secretive nature of the Soviets during the Cold War era, the subsequent manufacture, and re-manufacture of the weapons by numerous satellite states, and the chaotic state of the former USSR since the Iron Curtain finally came down, definitive manufacturing figures for 91/30 PU sniper rifles are hard to come by.
Hungarian M/52 sniper rifles are the rarest examples of the PU family, and, since standard Hungarian 91/30 rifles are even rarer than their scoped cousins, the author is not aware of any counterfeit examples.

I simply don't know enough about the Soviet sniper rifles to be able to say one way or another.
This handy little carbine was originally built as a 1943 Tula 91/30 rifle, but was later shortened by the Soviets to make a rifle that's rather similar to the M38/M44 family of carbines.

This article basically states that sniper was expected to pass the final test - by hitting army issue spoon at 400 meter 3 times out of five after a 3 month sniper school during WWII.
