Because of Soviet intransigence in eastern Europe, President Truman set aside a previously agreed plan for a trusteeship, which included the Soviets, to oversee Korea until self-rule could be established.
Syngman Rhee was elected president, while in the North a Soviet style election was held which chose a Korean exile who had lived in the Soviet Union, Kim Il Sung, as premier.

With the change in the U.S. national strategy from preparation for a global war with the now-defunct Soviet Union to one of meeting regional contingencies, the Reserve is being called upon to perform more of the Navy's daily activities, giving the active fleet a much-needed respite.
For example, four Reserve ships patrolled Caribbean waters on counterdrug operations while the Inchon and her escorts deployed to the Mediterranean and took part in Operation Shining Hope, the humanitarian relief of Kosovo.

In Russia, U.S. experts inspected Typhoon submarines at Nerpichya Bay, northeast of the Kola Peninsula on April 24-27.
The recent increase of 47 warheads reflects the completion of another submarine conversion in a program to replace Trident 1 missiles, on which the United States loads as many as six warheads, with Trident 2 missiles, which are armed with as many as eight warheads.
Each U.S. ballistic missile submarine can carry 24 missiles, so each conversion allows the upgraded boats to carry 48 more warheads, or a total of 192.
