The Soviet Union has developed a nearly silent submarine that is a possible first strike weapon against the U.S. The Soviet captain put in charge of this sub decides to defect to the U.S. with a few "hand picked" officers with the same feelings as him.
A Russian Sub Skipper tries to defect to the US but the Soviet Navy has started a massive mission to find the sub, the Red October, on the cover story as a rescue mission, but the Americans don't belive it.
The Hunt for Red October is one of Clancy's best books and I would recomend it to anyone who has intrest in the Military.

This submarine is so valuable to the Russians that they eventually launch a mission to destroy the submarine and go as far as to tell the Americans that Ramius is a rogue in an attempt to elicit their help in sinking the ship.
The Soviets, who understandably do not want the Americans getting their hands on the new technology, sell the world on the story that Ramius is mad and plans to start World War III.
