  Sovnarkom - Wikipedia, the free encyclopedia
Sovnarkom or SNK was the administrative arm of the Soviet government until 1946, when it was renamed Sovmin.
In 1946, under Stalin's rule, the Commissars were renamed Government Ministers, as a part of the reorganization of the Sovnarkom into Sovmin.
After the formation of the USSR, the Sovnarkom of the USSR was created under proposals of its constitution; see Premier of the Soviet Union for the chronology of its chairmen.

In an interview published in today's edition of the "Kommersant" daily, Khazret Sovmin says he holds Dmitry Kozak -- Russian President Vladimir Putin's envoy to the Southern Federal District -- responsible for his decision to hand in his resignation on April 4.
Sovmin accuses Kozak of meddling in Adygeya's internal affairs and pushing forward with plans to merge the region with Russia's Krasnodar Territory.
Hundreds of demonstrators rallied in the regional capital, Maykop, on April 6 to express their support for Sovmin and to protest the proposed merger.

Alongside the story of Stalin's purges and intrigues, they also recount the development of Sovmin, in which decision-making was at least in part shared by skilled functionaries who brought technical expertise to the business of ruling.
Even where he had conceded power to Sovmin, Stalin could always intervene, and on occasion did indeed seize back the initiative (for example with the currency reform he initiated in 1947).
