Public space is a term used to define areas of land which are open to all, whilst private property is that area of land owned by an individual or company, for their own use and pleasure.
The way in which space is perceived is an area which psychologists first began to study in the middle of the 19th century, and it is now thought by those concerned with such studies to be a distinct branch within psychology.
Currently, the standard space interval, called a standard meter or simply meter, is defined as the distance traveled by light in a vacuum during a time interval of 1/299792458 of a second (exact).

The vacuum of outer space is not really empty, it is sparsely filled with interesting things: several dozen organic molecules discovered to date by microwave spectroscopy, 2.7 K blackbody radiation left over from the big bang and the origin of the Universe, and cosmic rays, which include ionized atomic nuclei and various subatomic particles.
Outer space is used to distinguish it from airspace (and terrestrial locations).
They are floating because they are in free fall, the force of gravity and their linear velocity is creating an inward centripetal force which is stopping it from flying out into space.
