When the warned ISP/host continues to host the spammer, SPEWS escalates the listings, covering more and more of their netspace, eventually often listing space occupied by users (often referred to as "innocent") who never had anything to do with spam.
No warning, no listwash (removing the spammed address from the spammers' list), no moving the spammer, renaming them, anything at all, just shut them down, then charge a fee for the termination and cleanup, and THEN tell the spammer ("Good afternoon, you're busted!").
Systems that want to be protected by SPEWS need to read the SPEWS FAQ, do some setup to use their zone files.
