The Spam and Open Relay Blocking System (SORBS) was conceived as an anti-spam project where a daemon would check "on-the-fly", all servers from which it received email to determine if that email was sent via various types of proxy and open-relay servers.
SORBS lists are used by their creators to block spam (and on occasion, unfortunately, real email) to SORBS itself and other domains where the SORBS administrators are in charge of running the email systems.
If your mail to a domain that is not directly operated by SORBS was blocked due to the sending IP address being listed on SORBS, please remember that the owners of that domain have voluntarily made the choice to use SORBS data for spam blocking.

The Joey McNicol case was won as of October 20, 2002.

Not the best solution I agree, however it does catch a serious amount spam, for example prior to ntl launching their Brightmail spam filtering system, they were blocking a massive amount of connections to their mailserver, using SORBS and Spamhaus.
Its a sledge hammer to crack a nut, but overall the system works, and appears to be the best option out there.
As for the second comment, I also read somewhere that it may not be the mail host itself which is fllisted, but some intermediate relay which the email is routed through.

But because the attacks are targeting multiple sites rather than just one or two, most experts say spammers are more likely culprits.
Haight, who said that SpamCop was knocked offline periodically in the early days of the attack in mid-July, said it will cost about $30,000 this year to pay for a content distribution network capable of withstanding such assaults.
