SpamCop uses these reports from its volunteers to compile a DNS block list of computers sending spam called the "SCBL" and websites referenced in the spam are used to create the SURBL RHSBL.
Spamcop requires each report to be manually verified that it is spam and that the destination of the spam reports.
SpamCop has dealt with attacks by spammers thus far by hiring services from Akamai, but is still the target of many hackers and could face serious difficulties like those faced by Blue Security if it continues to grow in size and effectiveness.

 SpamcopIsHarmful - FastMailWiki
SpamCop BL is a system that is widely used by email providers for blocking email which may be spam.
SpamCop BL advises on their home page that production sites should not use the service - email providers that ignore this advice are causing problems for their own customers, while wasting the time of mail abuse departments that would be better spent fighting spammers.
SpamCop then analyses the email, works out the likely true sender of the email, looks in the body to find any advertised email addresses or web sites, and then emails the administrators of all the systems involved to let them know about the problem.

The purpose here is to inform people that SpamCop harasses or allows its system to be used to harass innocent parties and that due to the number of false reports that come from SpamCop it is not a reliable source of data upon which to base spam filtering.

The judge denied OptIn's request because she said SpamCop, which sends copies of complaints about spam to ISPs, did not alter the content of the messages it sent and hence is immune from liability under the Communications Decency Act (CDA).
She said two of SpamCop's four requests were too broad and vague for a preliminary injunction.
The judge said SpamCop failed to prove interference with contractual relations because it did not demonstrate that sending the reports to ISPs is wrongful by some legal measure.

Paid users with SpamCop mail accounts can access it by logging into the webmail system, going to "Options", selecting "SpamCop Tools", and selecting "Select your email filtering fllists." I would also like to clarify that I was not suggested that SpamAssassin in any way replace SpamCop, or make it less effective.
On the contrary,I was suggesting that people use SpamAssassin (or many of the other similar filtering products that people sent me emails about) in order to enhance their spam-fighting experience (by filtering out junk from your mailbox, it allows you to deal with legitimate mail now, and spam when it's convienient for you).

Why the SpamCop blocking list is harmful
Spamcop no longer provide the detail of spam and non-spam reports and their scores, so the process is now even less transparent than when I first wrote this.
However, using Spamcop BL as part of a score - for instance using SpamAssassin - and allowing your users the option to filter using this score, is a very effective technique
Email providers that use the Spamcop BL should be aware that the basis of listings in the blocking list is not the same as the criteria made publicly available.

Spamcop has also been fairly responsive whenever it has resulted in a fllisting, so while annoying it has been manageable.
Well, nothing actually, except that Spamcop has a policy of listing a broader range of IP addresses than those actually in use by the reported party as a way of trying to apply pressure to the ISP to deal with the Spammer.
We figured that this would be easy to resolve by requesting that Spamcop whitelist our servers (not that we should have had to ask for whitelisting since we were not involved in the first place) so we contacted spamcop.net the morning that we became aware of the problem and received no response.
