Ancient History Sourcebook: 11th Brittanica: Delian League
The general affairs of the league were managed by a synod which met periodically in the temple of Apollo and Artemis at Delos, the ancient centre sanctified by the common worship of the Ionians.
The league was, therefore, specifically a free confederation of autonomous [onian cities founded as a protection against the common danger which threatened the Aegean basin, and led by Athens in virtue of her predominant naval power as exhibited in the wae against Xerxes.
The gross selfishness of the Spartans, herein exemplified, was emphasized by their capture of the Theban citadel, and, after their expulsion, by the raid upon Attica in time of peace by the Spartan Sphodrias, and his immunity from punishment at Sparta (summer of 378 B.C.).

 Peloponnesian League
This informal coalition of towns on the Peloponnese had its origins in the Archaic period; in the classical age, it was opposed to (and overcame) the Delian League of Athens.
The Spartan leader Pausanias was incapable of keeping the allies together, so that the Hellenic League fell apart in a restored Peloponnesian League and the Delian League, which was under Athenian leadership.
After the Peloponnesian War, in which the Spartans and their allies defeated the Athenians and their allies, the Peloponnesian League continued to exist, even when the Persian king Artaxerxes II Mnemon made the Greeks sign a common peace treaty in which the autonomy of all towns was guaranteed ("the King's peace", 387/386).

Their first season in League Two saw a change of manager as John Gorman took charge of the club after a brief spell as caretaker manager the previous season.

Corinth was not happy with the peace and the eventual alliance that the Spartans made with Athens and as a result they made an alliance with Argos, the main opponents of Sparta in the Peloponnese.
Athens soon hears of the peace and as a result, an anti-Spartan league begins to arise led by Alcibides.
The battle was a decisive Spartan victory over the Athenians and their coalition and gave Sparta a renewed confidence in fighting bringing the allies to trust Sparta once again.

Dave's Essay on Sparta [Archive] - boards.ie   (Site not responding. Last check: 2007-11-04)
It is this same constitutional stability which is responsible for the majority of Spartan affairs during the period 478-404BC being foreign affairs, while, for example, Athens on the other hand went through such major reforms as those prescribed by Ephialtes as well as pursuing her imperial ambitions during the same period.
Even the crushing of such dissent within the Peloponnesus did not rid Sparta of her fears as she was forced to acknowledge the synoecism of Elis into a democratic poleis, north of Messenia, and the synoecism of Mantinea, both as reward for remaining apart from the rebellion attempt by Tegea and Argos.
Fourth and finally indicative of the nature of the Peloponnesian War as a grandiose defence of the Peloponnesian League and, by implication, of Sparta’s war of life is the treatment of Athens upon her defeat in 404 BC (before it became part of a political powerplay between Lysandros and Pausanias II).
