Public Service Broadcasting – Its Special Responsibilities   (Site not responding. Last check: 2007-10-18)
While private, that is, for-profit, broadcasting has a role to play in the public sphere, it is important to recognize that, in essence, the fundamental goal of for-profit broadcasters is to deliver eyeballs and eardrums to advertisers.
Where public service broadcasting is weak, it is an indicator of lower participation by citizens in shaping the forces that influence their lives.
Along with other measures of democratic participation, such as voter turnout, a strong public service broadcasting system is a buttress and stimulator of citizenship, as well as a counter-weight to the natural tendency of governments to age in the direction of autocracy, complacency and corruption.

Sianel Pedwar Cymru, or S4C, is a TV channel that broadcasts a mixture of Welsh and English programmes for Wales.
S4C was established by the 1980/81 Broadcasting Acts, and since 1982 all Welsh language programmes, whether made by the BBC or Independent programme makers, have been transmitted on S4C.
S4C now says its role is the "provision of public service broadcasting to a bilingual community." It provides about 30 hours a week of Welsh language programming.

Public broadcasting - Wikipedia, the free encyclopedia
Since public broadcasters do not rely on advertising as a source of revenue to the same degree as commerccial broadcasters, this allows public broadcasters to air programs that are less saleable to the mass market, such as public affairs shows, documentaries, and educational programs.
In addition to these nine regional radio and TV broadcasters, which cooperate within ARD, a national television service (ZDF) was later created in 1961 and a national radio service with two networks (Deutschlandradio) emerged from the remains of Cold War propaganda stations in 1994.
All services are mainly financed through license fees paid by everybody who keeps a radio or TV set "ready for use", and are governed by councils of representatives of the "societally relevant groups".
