A select or special committee of the United States Congress is a Congressional committee appointed to perform a special function that is beyond the authority or capacity of a standing committee.
A select committee is usually created by a simple resolution, which outlines its duties and powers, and its Members are appointed under the rules of their respective Houses.
A select committee expires on completion of its assigned duties unless it's a Permanent Select committee, such as the U.S. House Permanent Select Committee on Intelligence.

The Special Committee was authorized by Senate Resolution 127 to examine the Commonwealth’s system of interscholastic athletics and ensure that the organization of interscholastic athletics is in the interests of Pennsylvania’s student athletes and citizens.
Under this broad mandate, the Special Committee is empowered to make a report to the Senate, the Governor and the Department of Education by November 30, 1998.

The Special Committee was the first United Nations body to launch the concept of a "campaign" by the United Nations – by calling for an international campaign against apartheid in 1966 and subsequently, after the Lagos Conference of 1977, for an international mobilisation against apartheid.

The special committee responsible for handling resolutions pertaining to the Windsor Report during General Convention will be grounded in prayer, according to the two co-chairs of the committee.

 SPECIAL COMMITTEE ON DECOLONIZATION REITERATES CALL ON ARGENTINA, UNITED KINGDOM TO RESUME NEGOTIATIONS ON ...
The Special Committee on Decolonization called on Britain and Argentina this morning to resume negotiations to find a peaceful resolution to the sovereignty dispute over the Falkland Islands (Malvinas).  The call came in a resolution sponsored by Bolivia, Chile, Cuba and Venezuela.  The text was adopted without a vote.
Philip Miller, Legislative Councillor of the Falkland Islands, concurred with that view.  He said the people of the Islands did not trust Argentina because of its unjustified claim to sovereignty of the Islands.  Trust could be built for the benefit of both countries if Argentina relinquished its claim.
Also before the Committee was a working paper prepared by the Secretariat (document A/AC.109/2002/16) on the question.

Werner and Griswold said the special committee will handle all resolutions that propose the church's official response to the process set in motion by the Lambeth Commission on Communion, which issued the Windsor Report in October 2004.
The committee will also consider resolutions that deal with "reconciliation and communion in the service of mission occasioned by differing views regarding expressions of human sexuality within the Episcopal Church and other provinces of the Anglican Communion," according to the committee's charge.
Griswold added that he hopes the committee can model for General Convention a way to deal with differences and continue to be "part of the mystery of growing into Christ." He said the commission members had very different views and worked hard to come to an "authentic common ground" from which to work.

 Arab Regional Meeting - Overview
The work of the Committee was informed by the outcomes of expert meetings hosted, respectively, by the Government of Indonesia on disability-sensitive policy design and the promotion of sustainable livelihoods for all (Jakarta, 15-17 January 2002)[2] and the Government of Mexico on international norms and standards related to disability (Mexico City, 11-14 June 2002).

The Special Committee on Peacekeeping Operations was established in 1965 by General Assembly resolution 2006 (XIX) to conduct a comprehensive review of all issues relating to peacekeeping.

The Senate Special Committee on Illegal Drugs released its report on cannabis on Wednesday, September 4, 2002, at 11a.m..
Senator Carstairs is also quoted as saying that her committee members were also concerned that decriminalizing marijuana possession would violate several international treaties that Canada has signed (several authorities would strongly disagree with the Senator on this point).
However, nothing came of the work of the Committee, since a federal election was called in April 1997, before the Committee had issued a report.
