Special legislation (also called local legislation) is a legal term of art used in the United States which refers to acts of a state legislature which apply only to a specific municipality (or a group thereof) which is identified by name in the legislation.
In some states, such as Pennsylvania, the state constitution prohibits special legislation; though it is often possible for the legislature to evade this restriction by describing the community in great detail without mentioning its name.
The term "special legislation" may also apply in some states to legislation which names a particular person, as in appointment to a government position or conveyance of real property between an individual and the state, or between an individual and an unincorporated community.

In the context of United Nations ‘security legislation’, the Special Representative limits her focus to resolutions of the Security Council which have emerged in response to recent terrorist attacks, and which have specifically called for action by States in the domain of security and counter-terrorism.

The Special Court Agreement 2002 (Ratification) Act, 2002 (Sierra Leone) is the ratification and implementation legislation for the international treaty between Sierra Leone and the United Nations called the Agreement on the Establishment of a Special Court for Sierra Leone.
The Special Court Act applies to all individuals and all institutions and bodies established under Sierra Leone law, whether that is pursuant to the Constitution, an Act of Parliament or otherwise, including the Government.
The Special Court Act requires the State to use any property forfeited to it either for the purposes specified in the forfeiture order or, if no purpose is specified, the forfeited property should be used to address the consequences of the conflict.

Noting that the act was intended to protect consumers, but the amendments were enacted to prevent frivolous suits, the court held that the special protections were contrary to the overriding goal of the act.
