Workers from Spectrasite Communications had been working on the tower for several weeks to strengthen it for a different antenna (and probably feedline) that would multiplex transmitter signals from 31 and 54, digital and analog.
Spectrasite was then free to negotiate with anyone for tower space, but to add all they planned to do, it was necessary to beef up the tower and anchors.
Among other rigging on the tower was a heavy "gin pole" which is used like a crane to raise heavy items up the tower and would also be the kind of thing used to take off the top 31 antenna, lower it to the ground, and re-install another antenna.

Police on Friday identified the dead as Charles Pace, 35, of Tucson, Ariz.; Bryan Burkhardt, 27, of Robstown, Texas, and J.C. Dela Lama, 35, of Hollywood, Fla. Pace and Burkhardt died at the scene; Dela Lama died at the hospital.
MacEntee said SpectraSite is working to get the families of the victims to the Huntsville area and is also trying to restore service to tenants of the tower.
Another vehicle parked by the tower on the plateau also was damaged and a small communications building next to the tower was crushed.

It beggars the imagination to think of a 1,000-foot television tower as fragile, but last month's tower collapse near Huntsville, Ala., was another reminder that these structures can come down in the blink of an eye, with tragic results.
Three men working on the 985-foot WAAY-TV tower were killed when it fell to the ground on a calm, clear afternoon, (pictured at right.) It was the fourth fatal tall-tower collapse since Oct. 12, 1996, when a 1,500-foot tower came down in Cedar Hill, Texas, killing three people.
SpectraSite attorneys have effectively muzzled the company's officials, some of whom are considered by their tower brethren to be among the most safety-conscious in the business.

I filed for and was granted 900 watts day, NDA on 580 using the self supporting tower and 250 watts with just two towers...one of the guyed ones and the big self supporting tower.
We top loaded the self supporting tower by putting three guyed wires on the top and then put the first Johnny Ball insulator about 50 ft down the guyed wire.
