Speech delay - Wikipedia, the free encyclopedia
Speech delay refers to a delay in the development or use of the mechanisms that produce speech.
Speech, as distinct from language, refers to the actual process of making sounds, using such organs and structures as the lungs, vocal cords, mouth, tongue, teeth, etc. Language delay refers to a delay in the development or use of the knowledge of language.
Conversely, a child with a language delay typically has not yet had the opportunity to produce speech sounds, it is therefore likely to have a delay in speech as well.

The purpose of speech can be to convey meaning or to increase social bonds between individuals and/or groups (it is often both).
The success of a speech act depends on numerous factors, including the presence or absence of a variety of speech disorders, the ability of the speaker to express the intended message, and the ability and willingness of the audience to play the role of recipient.
Speech is a composite of sciences (phonetics, anatomy, philosophy, psychology etc.) and therefore it is extremely hard to master the skill.

Speech Delay - Keep Kids Healthy common problems   (Site not responding. Last check: 2007-10-11)
A speech delay can be caused from problems with the output of speech (anatomical problems with the vocal cords, etc.), the input of speech (hearing loss), or the processing of speech (mental retardation and developmental language disorders).
The two main types of speech delay are expressive delays, which is the inability to generate speech, or receptive delays, the inability to decode or understand the speech of others.
Things that don't cause speech delays are a child being 'tongue-tied,' being 'lazy,' having a lot of siblings that 'talk for him,' or living in a bilingual family.

Screening for Speech and Language Delay in Preschool Children: Systematic Evidence Review   (Site not responding. Last check: 2007-10-11)
Assessing children for speech and language delay and disorders can involve a number of approaches, although there is no uniformly accepted screening technique for use in the primary care setting.   Milestones for speech and language development in young children are generally acknowledged.
Concerns for delay arise if there are no verbalizations by the age of 1 year, if speech is not clear, or if speech or language is different from that of other children of the same age.
Studies of techniques to assess speech and language were included if they focused on children aged 5 years and younger, could be applied to a primary care setting, used clearly defined measures, compared the screening technique to an acceptable reference standard, and reported data allowing calculation of sensitivity and specificity.

You've done your research on infant speech milestones, I assume, and you're expecting that she should be saying consonant sounds because that's what the milestone says-- between 6 and 8 months infants usually have a couple of consonant sounds to their vowel sounds.
Second, the "delay" must be significant, as in she doesn't have a milestone that she should have had many months before.
Expressive speech delays are really a different kind of developmental problem than other kinds of developmental delays, when they exist in isolation-- in part because the majority of them resolve before age 2, and the majority of those that aren't resolved by age 2 are resolved by age 3.

DeLay Pulls No Punches In Final Speech to House
DeLay was one of the architects of the Republican revolution that seized control of Congress in 1994, and as GOP whip and then majority leader he was the architect of the money and power machine that helped Republicans keep control.
DeLay has said he had no knowledge of Abramoff's misdeeds, although he famously described Abramoff as "one of my closest and dearest friends," and he has insisted that the Texas charges were the result of a Democratic plot to chase him out of office.
DeLay did praise his liberal adversaries for their willingness to stand up and fight him; he reserved his harshest attacks for "the preening, self-styled statesman who elevates compromise to a first principle." He suggested that "had liberals not fought us tooth and nail," conservatives could have accomplished much more during his 22 years in Washington.

Speech - Facts, Information, and Encyclopedia Reference article
Speech can be described as an act of producing voice through the use of the vocal cords or other means, such as sign language, to create linguistic acts in the form of language that communicate information from an initiator to a recipient.
However, speech can also take place inside one's head, known as intrapersonal communication, for example, when one thinks or utters sounds of approval or disapproval.
Thus, it is clear that speech has both expressive and receptive elements.

Family Start Guide: How is CAS Different Than A Speech Delay? - Apraxia-KIDS
A true developmental delay of speech is when the child is following the "typical" path of childhood speech   development, although at a rate slower than normal.
What is often seen in a child with apraxia of speech is a wide gap between their receptive language abilities and expressive abilities.
This is an important factor and one indicator that the child may be experiencing more than "delayed" speech.  In the case of such a mismatch in skills, the child should be evaluated for the presence of a specific speech disorder such as apraxia.

I have a 26 month old DS who is most likely speech delayed, or seems that way to me. At one year he was ahead but then after his last vaccinations and a couple of days of sluggishness, went through a phase for a couple of months with severe tantrumming and getting self destructive.
The speech evaluation was about an hour, the therapist asked a LOT of questions, since my ds is nonverbal.
The reason for my ds's delay (they speculated) was because he had numerous ear infections from 11-12 mos to a couple mos ago.

There are many limitations of the literature relevant to screening for speech and language delay in preschool-aged children including lack of studies specific to screening as well as difficulties inherent in this area of research.
Speech and language delay is defined by measurements on diagnostic instruments in terms of a position on a normal distribution.  Measures and terminology are inconsistently used and there is no recognized gold standard.
Future research should focus on determining optimal approaches of identifying preschool children with speech and language delay in primary care settings who would be appropriate candidates for further evaluations and possibly speech and language interventions. These approaches should be integrated into routine developmental surveillance practices of clinicians caring for children.
