Speedy has only skills and no powers and does not need some grotesque special weakness for villains to evoke when they need a quick and easy out in a fight.
Where subsequent comics use this (significant) footnote in the history of Roy Harper, a character who first appeared in comics in the 1940s, writers have an opportunity to work in themes of redemption.

Yesterday the comics world was taken by surprise when it was the Associated Press and not a general comics site that spoiled the storyline in Wednesday's release of "Green Arrow" #43 - Mia Dearden had tested positive for HIV.
When Winick approached DC Comics with his idea, the writer said DC was behind the idea 100%.
While the subject of HIV and AIDS has been discussed in mainstream comics before, this story is a bit different as we now have a starring hero, not a throw-away supporting character, who's infected with the virus and Winick plans on portraying her life and struggles with HIV in as realistic a way as possible.

Indeed, it has never been shown by DC as a distinct Earth; it is only posited to exist because of inconsistencies created in comics edited by Murray Boltinoff, or written by Bob Haney or E. Nelson Bridwell.

As you have told me before in a prior e-mail, these are mostly non-standard format comics, advertising pamphlets and coloring books, which may or may not belong to Earth-B but instead to Earth-12 or Earth-Hostess -- perhaps they could be included in a appendix like the alternate versions of Earth-1278.

In 1970, he landed a new gig — he co-starred with Green Lantern in a series of critically-acclaimed but commercially-flat comics where the super villains were replaced by slumlords, corrupt religious leaders, and oppressors of native peoples.
He re-teamed with Green Lantern a few years later, although their foes this time were of a more conventional sort, and made an occasional guest shot with other DC heroes.
Since then, he's been killed off and replaced by a younger character calling himself Green Arrow, then de-killed (courtesy of his old pal, the former Green Lantern who had become the almighty Spectre while somebody else was doing his old job) and put back in his own title again.

That the resolutely "political" and "relevant" comics of the era in question (late '60's/early '70's), far too often, sacrificed the niceties of Plot (and, in some instances, Characterization) in the service of Brute Polemic is -- obviously -- a "given," and most assuredly not to the credit of their respective authors.
(The lowest-selling comic book of the period boasted of sales figures easily dwarfing those of the best-selling comics of today.) So, in that respect: the fickle gods of "entertainment value" would seem to have decisively ruled in favor of Then, as opposed to Now.
Similarly, elsewhere: Mal responds to a particularly nasty little racist jibe on the part of a contemptuous Speedy by making certain that the latter enjoys a quick, impromptu close-up of the local asphalt.
