 Spens forced to drop Bank case
LORD SPENS yesterday launched a blistering attack on the Government, the Bank of England, the Legal Aid Board and the Lord Chancellor, Derry Irvine, after being forced to drop a High Court case on the eve of the trial.
Lord Spens said he was "outraged" that the Legal Aid Board had withdrawn funding so close to the case, particularly after it had spent "almost £1m of taxpayers' money, which can now never be recovered".
Lord Spens learnt that the funding was going to be withdrawn late on Thursday, the third time the board had tried to withdraw it in the past six weeks.

Sir Patrick Spens is one of the most popular of the Child Ballads (No. 58), and is primarily of Scottish origin.
The events of the ballad are similar to, and may chronicle, an actual event: the bringing home of the Scottish princess The Maid of Norway across the North Sea in 1290 (though there is speculation that it may relate to a voyage by the princess's mother in 1281).
Nearly all versions, whether they have the wreck on the outward voyage or the return, relate the bad omen of seeing "the new moon late yestreen, with the auld moon in her arms." The winter storms have the best of the great sailor, sending him and the Scottish lords to the bottom of the sea.

"Sir Patrick Spens," first printed in 1765, tells a story that may be based on two voyages of thirteenth-century Scots noblemen to conduct their princesses to royal marriages.
Margaret, daughter of Alexander III, was married to Eric of Norway in 1281, and many members of her escort were drowned on the voyage home.
Revision still occurs, however, but it is a kind of collective revision, as a ballad is taken up by various performers and often changed- perhaps to meet the expectations of differing audiences, perhaps simply to make better sense to the individual performer.
