Spencer's builders chose the restrained Classical Revival styles to be the dominant mode for the town's few civic and educational structures.
Spencer's Town Hall had a less than auspicious beginning by moving from a number of locations in the Central Business District to a livery stable at the corner of Fourth Street and Yadkin Avenue.
By 1907 the town of Spencer was thriving as evidenced in the existence of two banks, three real estate agents, two lawyers, two contractors and over a dozen commercial enterprises in the eleven year old town.

The town of Spencer has indicated that they are willing to do land application if they have adequate funding to do so.
It is the last county seat in Tennessee that does not have a sewage treatment plant and the town claims to have a high rate of septic tank failures causing raw sewage health threats to the public.
Formal consideration by the Board was postponed while good faith negotiations were begun with TDEC and the town of Spencer to see if an acceptable alternative discharge method could be found that would protect the waters of underground cave system and still provide the town with a new sewage treatment facility.

The Spencer supercell began to show stronger tornadic potential at 7:55 p.m., as a spotter observed a funnel cloud in northeast Davison County and the Sioux Falls WSR-88D indicated a significant mesocyclone in the storm.
From 8:23 to 8:37 p.m., the Spencer tornado tracked through farmland, within 1 mile of the town of Farmer, prior to crossing the Hanson/McCook County line and striking the town of Spencer.
Interviews with Spencer residents and second-hand information gathered through media accounts indicate a wide range in the level of awareness prior to the tornado and a wide variety of safety precautions taken during the event.
