Holland served as prosecuting attorney of Polk County in 1919 and 1920.
Holland was hesitant to run for the governor's office because he was more interested in serving on the U.S. Senate and he was aware that the system of patronage appointments often hurt the chances of former governors to win a seat in the Senate.
Holland's stance on the Civil Rights issue is less clear than his position on other important issues debated during his tenure in the Senate, and possibly this is as Holland intended.

Spessard L. Holland, father of the 24th amendment to the U. Constitution, was a man for all seasons-scholar, athlete, war hero, attorney, and statesman.
Holland was elected to represent Polk County in the Florida Senate in the Democratic primary in June 1932 and re-elected in 1936.
In regard the poll tax, Senator Holland, emulating his successful repeal of it as a state senator, introduced the amendment in 1949 and persisted in every succeeding Congress until 1962 when it was approved by the 87th Congress; subsequently, it was ratified by three-fourths of the states and became the 24th Amendment in 1964.

Mary Holland, his wife of 52 years, found her husband slumped against the radio when she went to tell him that it was time to get ready to keep a dinner engagement with friends.
Although Senator Holland’s last campaign for personal votes was in 1964, he campaigned actively during last year’s general election for Democrats Lawton Chiles for senator and Reubin Askew for Governor.
The Holland Amendment-the 24th to the U. Constitution-is conceded to be the only one to be adopted as the result of the work of a single individual.

Spessard Lindsey Holland, 28th Governor of Florida (January, 1941-January, 1945) was born in Bartow, Florida on July 10, 1892, to Benjamin F. and Virginia (Spessard) Holland.

Holland qualified to be a Rhodes Scholar, and was already a junior partner with R.B. Huffaker in the Huffaker and Holland law firm, but his plans were interrupted by World War I.
