		A livello statutario, Spoleto mise in atto una politica di strenua difesa delle proprie consuetudini giurisdizionali, anche al di là dei termini stabiliti dal privilegio pontificio.

		Nel 568 i Longobardi dopo aver occupato Spoleto la misero a capo di un importante Ducato, che iniziò nel 569 con Faroaldo I e venne ingrandito poi da Autari.
		Quando l'impero carolingio venne smembrato, i duchi di Spoleto tentarono addirittura di conquistare la corona imperiale: il progetto non poté attuarsi per l'intervento dalla Germania di Federico Barbarossa il quale, sceso in Italia per incontrare il Papa, distrusse la città nel 1155.
		Spoleto attraversa secoli di storia nell'immobilismo dello Stato Pontificio, tra alterne vicende, ma sostanzialmente senza alcuna scossa fino all'occupazione francese: la città diventa capoluogo del Dipartimento del Trasimeno, superando per importanza la stessa Perugia.
