He is called a "spotter" because he "spots" the enemy and tells the sniper where to shoot, practically aiming the weapon for him.

After the enemy is focused on the spotter you can take shots at them without worrying about blowing where your shots are coming from, and possibly get a few in the back out before the rest of the team notices.
