Sniping could probably be skill package you'll need if you want to play a sniper, with some tough pre-requisites.
Actual sniping demands that you have good situational awareness (you don't necessarily know where the target's going to be), lot's of patience, good reflexes, a steady hand and lot's more patience.
As for sniping, I think the best way would be to find a sniper (admittingly hard to do) and grill/talk to him/her, get a movie or read a book about one.

Sniping folks on the run is difficult IRL as well as in game.
Sniping is too easy in games generally, let's not dumb it down too much.
I'm sure there are better, but, Joint Operations did it in a fashion that gave true respects to the difficulty of sniping while rewarding you with generally a downed target at the end of the day; and at the same time made it fun.

The sniping team had to retreat quickly before the opponents got a bearing on them.
In this case the slow rate of fire, the excessive body movement to work the bolt, the slow target acquisition with a receiver mounted scope were insignificant.

A spotter is a nice thing to have, especially one with an LLDR and the ability to teamplay.
When I am sniping, usually alone, I still do what I can to relay back to the team where things are...
A spotter for a sniper is a good idea, but not very practical on the smaller squads.

The spotter class is actually the second man in bravo and delta teams for most maps.
The time it takes for the spotter to set up, identify a target would take too long for fast moving maps, such as BCSE, BC, etc. They may have more time on SF Recon but other than that, there isn't much use for a spotter to do all that.
Sniping is difficult enough in the game, thus there is no need to make it even harder.

I think the suggestions made earlier to team a "spotter" with a sniper in game is an excellent tactical employment.
From a game standpoint, a spotter really isn't necessary at all, but the reasons to employ sniper/spotter teams are manifold.
An additional tactic is to employ your spotter with LRF as a designator for mortar fire.

If you have a spotter, and the dirt is agreeable, and the target sticks around, you can keep trying.
There's enough time at 500 yards for me to bend down between the time you pull the trigger and the time the bullet reaches where my head just was (lucky me, I saw a flower).
A laser rifle has a distinct advantage as a sniping weapon - you don't need to estimate the range.

While the debate continues on the acceptability of the.223 Remington cartridge for sniping purposes there is no doubt that the rifle designed to launch it is certainly up to the task, at least within Clearly Defined Limits.
The spotter can carry a large combat load in comparison to a.308 rifle and it is far more controllable when the need for rapid fire becomes apparent.
The reality is that a shorter barrel is probably more functional for Law Enforcement sniping activities than a long barrel designed to help increase the sight radius on a match rifle.

Right now the only proper sniper sim I know of is the sniping portion of America's army (and that's not a complete sim, since you don't have a spotter and there are no proper sniper only missions).
Interestingly the first and second Thief game actually had something pretty close to "sniping" in the bow interface, it was fairly rewarding once you had mastered the difficulty curve and could pull off long range shots against moving targets.
It's called, gasp, "Sniper." However, you again have no spotter, and there were way too many screenshots that had the player weilding a shotgun or other weapon on the back of the box.
