Instead, SES compares each district's performance with four benchmarks: (1) the district itself over time; (2) a group of similar socioeconomic districts in the state; (3) a group of school districts in the same county or geographic vicinity; and (4) the state as a whole.
For example, a particular school district's level of per-student operational expenditures would be compared with the average expenditure level of all other demographically similar school districts across the state.

 The Culture of Accountability
Although policy exists to facilitate the daily operations in educational institutions, the bottom line for the Spring Branch Independent School District, in particular, is in increasing and sustaining student academic achievement.
According to Dr. Hal Guthrie, retired superintendent of Spring Branch ISD, "Policy is the most unused, unrecognized power lever in any organization." Policymaking in school districts should be the outgrowth of community interests as interpreted and adjudicated by the superintendent and the board of education.
Of course Spring Branch ISD may have peripheral goals and interests, but the end-results of how this school district is assessed is through student performance results.
