In the News (Mon 6 Oct 08)

ireland.com - The Irish Times - Wed, Apr 12, 2006 - Plans by John Lewis to open out-of-town centre in North challenged
Lord Rooker's controversial decision to give the go-ahead for a €288 million (£200 million) development of the retailing giant and another 29 units went against the advice of his own civil servants and government policy, the objectors claimed.
Sprucefield lies on the main motorway running south of Belfast, and is already home to a Marks and Spencer superstore and a giant PC World.
Lord Rooker made the decision to give John Lewis planning permission at Sprucefield in the face of strenuous opposition by traders in nearby Lisburn and Belfast who claimed the development would severely impact on their trade.

According to both groups, the Sprucefield extension would be hugely detrimental to the Lisburn town centre, and while the Lisburn Chamber of Commerce has said that it would welcome a John Lewis store in the town centre, it claims that an out-of-town location would drag consumers away from existing businesses in Lisburn.
This is not the first time that the Sprucefield development has caused controversy, with AM Development, the developers of the Victoria Square centre, also applying for a judicial review.
In its appeal, AM Development said that the Sprucefield extension did not follow government policy that Belfast should be the hub of economic regeneration, however, in his decision to grant permission, Lord Rooker said that the development would complement existing retail developments in Northern Ireland.

In a previous letter delivered by various opponents to the Secretary of State for Northern Ireland, the Secretary of State was reminded of the damage out-of-town developments have caused in England and of the Deputy Prime Minister’s recent comments that out-of-town shopping was a thing of the past.
It has been reported that the opponents of the Sprucefield development will argue that the decision to allow the out-of-town development flies in the face of Government-reported policies and particularly the policies contained in the recently published Belfast Metropolitan Area Plan (BMAP) 2015 Draft Plan.
