MI is NOT part of Star and you only get admitted to the Premier lounge if you are a departing passenger flying business class on MI or you are Star Gold and holding a boarding pass for a Star airline for that day.
MI does not have a lounge at Phuket so they give you a voucher that's good for a snack and a drink in the airport's restaurant.
