The Government of Sri Lanka (GOSL) and the Liberation Tigers of Tamil Eelam (LTTE) held the sixth session of peace talks at Hakone, Japan from 18 to 21 March 2003.
The Government of Sri Lanka and the LTTE are deeply concerned about the latest incidents at sea, including on 10 March.
The parties agreed to hold the seventh session of talks from 29 April to 2 May in Thailand, the eighth session from 12 to 15 June in Japan and the ninth session from 15 to 18 July in Europe (venue to be determined).

The deputy head of the Sri Lanka Monitoring Mission (SLMM), Hagrup Haukland in a tough dispatch to the Tiger leadership, said that he was utterly disappointed when he heard S.Pulidevan of the LTTE Peace Secretariat announced that the LTTE could not release the Sinhalese soldier and the police constable according to their whims and fancies.
The SLMM reminded the LTTE that the seven Tiger rebels involved with a tense standoff with Sri Lanka naval troops were released specifically with the condition that the two in the LTTE custody would be released.
When asked by a reporter why did the Sri Lanka government release the seven armed rebels in a hurry when the LTTE was dragging its feet Fernando replied that was the difference between a government and a rebel group.

On 23 February 2002 the Government of Sri Lanka and the LTTE signed a cease-fire agreement (hereinafter referred to as the Agreement) which offered fresh hope that there would be an improvement in the human rights situation in the country.
Six district level monitoring committees were established, each consisting of five members; two appointed by the Government of Sri Lanka; two appointed by the LTTE and one international monitor.
In the Agreement signed by the Government of Sri Lanka and the LTTE, both parties recognized the need to end hostilities and to improve "the living conditions of all inhabitants affected by the conflict." It was also stated that provisions within the Agreement "regarding the security of civilians" applied to "all inhabitants" of Sri Lanka.

The Batticaloa District Head of the Sri Lanka Monitoring Mission Heikki Hulkkoene, has written to the EPDP stating that LTTE’s leadership in Kokkattichcholai has assured the Sri Lanka Monitoring Mission that Tamil political parties are free to carry on their political activities without interference from the LTTE.
The LTTE is openly advocating a one party polity for the Tamil areas of Sri Lanka contrary to the provisions of fundamental rights granted to its citizens by the constitution of Sri Lanka.
SLMM spokesman Teitur Torkelsson said the LTTE had stated that maintaining its military strength was vital for it to be successful at negotiations with the government.

One possibility is to support an independent international monitoring mission for Sri Lanka, as suggested recently by the Special UN Rapporteur Philip Alston, but it is also important to work towards strengthening the national institutions which can guarantee a sustainable monitoring capacity.

The LTTE is particularly condemned for initiating hostilities from heavily populated areas and the Government of Sri Lanka for firing into such vulnerable areas and killing and wounding innocent civilians.
