It was not until 1878 that he came to public notice as the exponent of a species of independent Conservatism.
The "fourth party," as it was nicknamed, at first did little damage to the government, but awakened the opposition from its apathy; Churchill roused the Conservatives by leading resistance to Bradlaugh, the member for Northampton, who, though an avowed atheist or agnostic, was prepared to take the parliamentary oath.
Sir Stafford Northcote, the Conservative leader in the Lower House, was forced to take a strong line on this difficult question by the energy of the fourth party.

The condemnation of a person due to her contribution to the “corruption” of language (in other words, her breaking of a grammar rule) is nothing new.
The adherence to the rule “never split an infinitive” is only one of many that can be and is used to differentiate between the “have’s” and the “have nots.” Sir Stafford Northcote used it to separate and exault England over the United States.

That service was shaped by the famous report on the reform of the British civil service by Stafford Northcote and by Charles Trevelyan, laid before the Westminster Parliament on 23 November 1853.
Many of Northcote and Trevelyan's recommendations were seminal in shaping Australian colonial and later state and Commonwealth bureaucracies during a period of modernisation between the 1880s and the early 1920s.
While the period between the mid 1920s and the 1970s could be characterised as a period of incremental administrative improvements, the Coombs Royal Commission on Australian Government Administration, which reported in 1976, began a new era of modernisation.

We believe that this tradition, begun in the 1850s when William Gladstone asked Stafford Northcote and C E Trevelyan to consider the future of the Civil Service, leading to reforms which replaced patronage with merit, is one of the most important features of the constitution.
This is not in any way to suggest that the Service must be regarded as unchangeable; like all public services, it must strive to meet the most exacting standards of performance and be subject to radical reform when necessary.
Northcote and Trevelyan considered that legislation was needed to give their reforms a firm constitutional anchor.
