The man behind the Looney Tunes. - By August Kleinzahler - Slate Magazine
Stalling invented cartoon scoring, which included a "tick" system, whereby individual members of the orchestra were provided with earphones through which they heard a steady beat and, on one occasion, the voice of Mickey, and which allowed them to synchronize the music more precisely to the action.
Stalling had a 60-piece orchestra to work with at Warner Bros., and by all accounts the musicians looked forward to the sessions, especially between Bette Davis and Bogart melodramas.
Stalling would write the piano parts of the score—the skeleton—and include the cues he wanted and special notations with regard to instrumentation.

Carl Stalling and Humor in Cartoons
Stalling's job was more of a pastiche artist than a composer, as he had to create a musical narrative with a wide array of genres, including folk, classical, Tin Pan Alley, and big band, among others.
By the time Stalling got to the studio, the demand for song-based cartoons seemed to be slowing, yet Stalling immediately saw the advantage of having such an extensive catalog of music at his disposal.
Stalling once again has the last laugh, and I cannot help but wonder if he knew he would be one of the only people actually getting his jokes.

Stalling is difficult to define however, as a general definition we can say that stalling occurs in wrestling when the wrestlers do not make a honest attempt to wrestle within the ten foot circle, wrestle aggressively regardless of the position, score or time left in the match.
Stalling is stalling because of the action or lack of action, not because of the score or time in the match.
Stalling can be called anytime during the match, while wrestling is on going, when there is a stoppage from out of bounds, at the end of the period, or any time it is identified.

Stalling: As a Referee Views It
In Judo, as in some other sports, we frequently use the word stalling to describe the efforts of a competitor to protect a slight advantage by attempting to prevent attacks by his opponent, or by avoiding further attacking moves which might possibly be countered.
Another popular stall is the fake moroto-gari, where a competitor appears to be about to take hold properly, but instead grabs for his opponent's legs.
Inaction, or apparent inaction, on the mat is not necessarily stalling; it may be slow, inch by inch preparation for shime waza, or kansetsu waza, or osaekomi.

What happens with a bad speed sensor is that the computer can no longer tell that the car is moving or not, so it can't tell when to open the AIS motor so the motor will idle when you stop.

Stalling was born in Lexington, Missouri in 1888; his musical education began in his infancy, as he spent hours upon end playing made-up songs on a broken toy piano.

 MUSICMATCH Guide: Carl Stalling
Composer and arranger Carl Stalling was the visionary behind the kaleidoscopic music beating at the heart of the classic cartoons produced under the aegis of Warner Bros. Studios during the middle of the 20th century.
A maverick whose reach extended from pop to jazz to classical and beyond, Stalling's revolutionary cut-and-paste compositions remain a clear forerunner of the experimental music created in his wake -- in fact, it could easily be argued that he succeeded in introducing entire generations of young cartoon fanatics to the music of the avant-garde.
With the 1937 arrival of voiceover master Mel Blanc, the nucleus of the studio's team was complete, and with the 1940 introduction of the character who later evolved into Bugs Bunny, the WB's flagship icon was born.

 Intermittent Engine Stalling
Cold stalling problems are the most common because the engine needs a richer fuel mixture to maintain idle speed until it warms up.
When attempting to diagnose an intermittent stalling problem, therefore, it's important to always use a scan tool to first check for any codes that might shed light on the condition, and secondly, to look at all the essential sensor inputs to see if they are within range and are supplying accurate information to the PCM.
According to Ford TSB 04-21-13, a cold stalling problem with 2003-'04 Ford Focus models with 2.0L SPI engines during extremely cold weather can be caused by a faulty PCV valve that sticks open, allowing too much air to be sucked into the intake manifold.

Stalling's music, instead of following the traditional rules of musical structure (exposition, development, theme, variations, etc.), was written to follow the rapid action of cartoons.
Carl Stalling was also a master at telling a story through music, with gestures so clear, that there is never any doubt as to his intentions.
Stalling once said, "One problem with cartoons today is that they have so much dialogue the music doesn't mean much." Unfortunately, this statement rings true as we move into 2004.

Carl Stalling was the genius principally responsible for the manic music behind the great Warner Bros. cartoons of the 1930s, 40s, and 50s.
While Stalling's scores -- with their quotations of popular period music, folk tunes, and classical pieces -- went unheralded at the time, the composer has achieved a cult stardom due to this recording, and its equally splendid second volume.
The first volume in The Carl Stalling Project series is a revelation; more than just an essential part of a Warner Bros. staff that generated some of the finest and most inspired productions in the history of animation, Stalling was a visionary whose work deserves consideration among the finest American avant-garde music ever recorded.
