  Postal Stamps - World Numbering System
The numbering system applies to all postage stamps issued since 1 January 2002 by the stamp issuing authorities of the UPU member countries and their territories and dependencies that are affiliated with WNS.
A stamp bearing the same design and denomination, whether produced in one or more formats (ie sheet, sheetlet, block, booklet, coil, self-adhesive sheet or roll, souvenir or commemorative sheet etc.) will be regarded as one stamp and will therefore have one WNS number.
It should however be borne in mind that, while participation in the WNS is highly recommended, it is voluntary and stamps issued by a UPU administration that has yet to sign up to the System must not be assumed to be irregular or illegal.

 Illegal Stamp Issues from Chad
Known as the WADP Numbering System (WNS), it is aimed at strenghtening the position of authenticated postage stamps while at the same time protecting the interests of stamp issuing countries, stamp collectors, philatelists and the stamp trade.
All new stamps, stamp sets, souvenir sheets and sheetlets submitted to the UPU by these countries since the beginning of 2002, are allocated a unique number to facilitate the creation of a universal stamp inventory.
It is, however, not intended to replace stamp numbering systems of stamp catalogues, but rather to complement them by allowing easier recognition of the legitimate issues.

 Hexadecimal Number System
The Hexadecimal system is based on the binary system using a Nibble or 4-bit boundary.
To convert a hexadecimal number into a binary number, simply break the binary number into 4-bit groups beginning with the LSB and substitute the corresponding four bits in binary for each hexadecimal digit in the number.
When performing the division, the remainders which will represent the hex equivalent of the decimal number are written beginning at the least significant digit (right) and each new digit is written to the next more significant digit (the left) of the previous digit.

The numbering system was also designed to minimize PNC collectors’ reliance on the memorization of an extensive list of catalog numbers that have no meaningful relationships to the stamps they represent.
Therefore, coil stamps printed from this press did not exhibit joint lines and only had one plate number that repeated at intervals equal to the circumference of the printing sleeve, which was 52 stamps.
Kestrel coil stamps from each of the presses vary slightly in color (predominantly in the tan background), but the most distinctive characteristic is found in the order (left to right) of the colors of each of the digits in the printed cylinder combination.

 The Plate Number Coil Catalog Numbering System - Part 2
Following this convention, a PNC Catalog Number for a plate strip of stamps that were intended to be issued without tagging, but shows the presence of tagging throughout the strip would include the “(tag)” extension to identify the strip as a tagged error.
One example is the “Buggy Whip” CPV on the numbered stamp [1L] of plate 4 of the 4.9¢ Buckboard coil stamp.
The back numbers are intended to aid postal clerks in managing their inventory of coils by providing a quick means of determining the number of stamps remaining on an open roll.

 BCD numbering system
This system is called Binary Coded Decimal or BCD which also occupies a nibble.
You merely assign each digit of the decimal number to a byte and convert 0 through 9 to 00000000 through 00001001, but you cannot perform the repeated division by 2 as you did to convert decimal to binary.
BCD is still a weighted position number system so you may perform mathematics, but we must use special techniques in order to obtain a correct answer.
