When the postal authority of a country produces stationery (envelopes, postal cards, aerogrammes, etc.) with a printed stamps (indicia) designed to indicate payment the appropriate postage, those items fall into the category of "postal stationery." These stationery items are absolutely suitable for philatelic collecting purposes.
Stamp catalogues included postal stationery up to about 1920 when the publishers decided there was not enough interest in postal stationery to continue to list it.
Postal stationery related to the topic of stamps on stamps is a relatively small part of SOS collecting, but a fascinating part nevertheless.

New South Wales was the first part of Australia to be settled by Europeans, and the first to operate a postal service, which in 1803 was carrying letters between Sydney and Parramatta for a 2d charge.
New South Wales celebrated its 100th anniversary in 1888 with an issue of what is widely considered to be the first commemorative stamps.
A 2½d stamp depicting an allegorical figure of Australia appeared in 1890, while ½d, 7½d, and 12½d values were produced in 1891 as surcharges on existing stamps.

The six stamps in the top row of the slide are the original issue of 1886, perf 12 ½ and on paper with horizontal mesh and a 6mm space between the NZ and the star.
New Zealand was the producer of stamps for a number of Pacific Islands, and was applying for membership in the UPU in 1891.
The Malietoa stamp on the right has the full design at the bottom missing, and the 1d block at the left shows missing design on the bottom left stamp, but none on the one to the right of it, but that stamp has been patched into place of one that was probably even more damaged.

The stamp has a referral in the upper left corner to Hong Kong, 1994 but that was also the Year of the Dog, so it might very well have had a dual purpose as well.

As the size of the Army increased, and new theatres of war came into being, it was found necessary to form a home Postal Depot, both to act as a draft-finding unit and to handle the mails for all theatres of war.
Postal Units and their mails were evacuated from Dunkirk during 23 May – 6 June 1940, while Postal Units in the rear areas were evacuated from St Malo over the period 15-17 June 1940.
Postal units were located at the main airfields and were responsible for packing and loading mails onto the correct aircraft.

Berolzheimer was a noted student of postal stationery who used his expertise as a chemist to evaluate paper, ink, and color characteristics.
Clark was president of the ASDA (1927-1933), and was an active member of the Association for Stamp Exhibitions in its organization of the U.S. international philatelic exhibitions in 1926, 1936 and 1947.
Barrett was a long-time director of the Association for Stamp Exhibitions, and was the secretary-treasurer of the 1913 International Philatelic Exhibition which the ASE organized.

The answer lies partly due to boredom with stamp collecting, partly to the cost of filling the few spaces in my personal Australian collection, and largely due to my exposure in 1999 to an International stamp exhibition in Melbourne ('Australia 99'), where Social Philately was introduced as an experimental class of exhibiting.
Like many stamp collectors, I had accumulated a disorganized group of Australian covers, and in the mid 90's I added the postmarks of the Australian Colonies and States to my collecting interests.
The journal editor recognized that the cover was of limited importance in regards to Postal History, but of much greater interest in regards to Social Philately.
