In 1987, veteran Trek writer David Gerrold (author of the original episode The Trouble with Tribbles) accompanied Gene Roddenberry to a Star Trek convention in Boston where Roddenberry was asked by Franklin Hummel, then-director of the Gaylaxians, if there would be a gay character on The Next Generation.
Instead, gay Star Trek fans - if there were any left - were treated to a contrived love story between Picard and a non-recuring female character, and to a bubble bath scene featuring Troi and Riker.

As for this story's food for thought, in the true Star Trek tradition, a current problem is brought into the future.
The first Star Trek Novel of arguably the best Star Trek author is a good one despite minor growing pains in the storytelling.
The first truly serious Star Trek entry by Peter David is a very good one (he points out in the foreword that with the Borg involved in this one, it isn't going to be a laugh riot.) He still manages to inject a little humor at the Ferengi's expense.

Second, in spite of the logo "Star Trek", this really isn't about Star Trek; oh, sure, there are multiple reference in the book to the various series, which long time fans will recognize.
I do think Cox was a little heavy on cultural references, though; Roberta's thoughts seem somewhat jarring, as if Cox is going out of his way to reference what would then be current events.
Greg Cox is to be highly commended for putting together a pair of books that only peripherally touch on Star Trek as a whole; if you switched some names and removed the framing story, it'd stand out quite nicely as a science fiction novel on its own merits.

It's difficult to integrate Section 31 retroactively into Trek canon because the apparent inaction of the organization during critical moments in history cannot easily be rationalized.
Dean Wesley Smith and Kristine Kathryn Rusch create an agent so despicable that one wonders what appealed to them about writing a Section 31 novel; they use the character to make the Voyager crew look weak and fractious as they haven't since the Maquis were first integrated, which may anger some fans.
The captain and Riker are superbly characterized, with warmth and wit as well as lots of fun cultural references (Picard remembering War of the Worlds, Riker and Hawk joking about Martian colonization).
