The size of the brush in StarEdit is the size of one isometric tile, and it cannot be smaller than that.
I will tell you that in almost all cases, if you do not have a trigger to do exactly what you want, there is an indirect way to achieve the same result.

StarEdit has many features, including a trigger system that allows one to make radical changes to the way that map works, readily giving gamers the ability to create custom map scenarios.
Because StarEdit allows the map maker to "link together" several maps, single player "campaigns" (which are long scenarios played out over several maps, hence the name "campaign") have become prominent in the community.
StarCraft enables the player to record a game and save it as a replay, which can then be viewed with any other copy of StarCraft, displaying the entire course of the game.

Specifically, StarEdit does not maintain all the data for the scenario in memory, which would allow it to completely recreate the file every time you saved.
This would be impossible due to the fact that you can imports sounds into your scenarios, and StarEdit cannot assume that there is enough RAM on your system to hold all the imported sounds in memory.
Because of this, if the file is moved or deleted while StarEdit is running, it cannot save a new copy of the scenario that will work correctly if the database file with all imported sounds is missing.

Inside MoPaQ - Chapter 4: Starcraft Campaign Editor and the MPQ API Library
The way you can differentiate between the Storm and StarEdit functions when using LMPQAPI is this: Storm functions have a prefix of 'SFile' (just like when using the Storm Interface Library), while StarEdit functions have a prefix of 'Mpq'.
Technically, all of the StarEdit functions only work with files that have a language code of 0, the language-neutral code (see chapter 3).
That means it's very important to close StarEdit MPQ HANDLEs quickly, or you risk corrupting the MPQ (this is especially true in the case of a crash).

This is an old trick that came about with Merlin's release of the Staredit Enhancer with Stardraft, but I figure I might as well make a quick article on it to avoid the inevitable question.
Basically, the one use of the SEE (not its original intent) was the ability to allow map makers to use sounds that are in the MPQ files in their maps without adding any size -- a very useful tactic in multiplayer maps for battle.net distribution.
Set the import path in the StarEdit Enhancer so it matches the path of the path of the sound in the MPQ you want.

So while the Campaign Editor (StarEdit) was a major leap forward in tool design, I found I still had lessons to learn after I created it.
StarEdit may have been an evolutionary step forward for the development of StarCraft, but because the assets had to be added by a programmer into StarEdit, we had not completely eliminated the Programmer Bottleneck.
