These are some of the findings of the REC's NGO needs assessment which was launched in 1996 to determine the status and needs of the region's NGO movement and to measure the relevance and effectiveness of the REC's services and grants programs.
The condition for these grants was that NGOs choose a transboundary or regional environmental issue and that they include at least one cooperative partner from another country.
Recognizing that it is often difficult enough for NGOs to achieve cooperation within their own countries let alone across borders, the REC also revised the application process to these grants.

The main problems is that the incineration technology is well recognised as the world's biggest resource of dioxins and furans which are highly dangerous pollutants and cause cancer, heart and lung diseases, gene modifications and many others.
At the moment there aren't any measures of the current level of the accumulated dioxins in the region so it is impossible to estimate the additional pollutant and no one can say what are going to be the consequences on the people and the environment.
The project was once stopped in 2001 by the European Commission because the Ministry of Environment and Waters did not conducted the public consultations in compliance with the EU Directive on EIA and EC considered the project as not ready and refused financing it.

We offered to do a conference in Stara Zagora this year that would focus on libraries as the avenue to distribute government information.
Miteva said that the Governor had now committed that the Regional Government would provide information to the libraries and that she would see that the local parliament would as well.

A Bulgarian Ministry of Environment presentation about a proposed National Hazardous Waste Center in Stara Zagora provoked a demonstration last Friday at the project site by people from affected villages.
The National Hazardous Waste Center is planned to be located near the village of Kovatchevo in Bulgaria's Stara Zagora region.
It will include two hazardous waste incinerators with capacities of 15 000 and 30 000 tons of hazardous waste per year, a tank farm for liquid organic waste, a solidification facility and landfills.
